The Washington Nationals and Philadelphia Phillies have both expressed interest in free agent starting pitcher Jake Arrieta. While the Nationals appear to be an ideal fit for Arrieta, it might be difficult to secure a deal based on the various taxes, surcharges, and penalties in the current CBA.
