Missouri's absurdly restrictive and costly licensing rules for hair braiding have been upheld by two federal courts in decisions that are so deferential to state officials that it's nearly impossible for a plaintiff to win. The Supreme Court needs to reverse and thrash the Eighth Circuit's decision.
