Judge Manish Shah dismissed a suit brought by independent power producers challenging the validity of Illinois's Zero Emission Credit program to support operating nuclear plants at Clinton and Quad Cities. He ruled that the ZEC was similar to REC and within a state's right to choose fuel mix.
